Property tax is the operating expense owners audit least — and after a market repricing, the assessed value on the roll can sit meaningfully above what the building would actually bring. California's Prop 8 decline-in-value process exists for exactly that gap.
Scope, honestly: this is a screens-first service. Tier 1 is a broker assessment screen — market value against the roll, no fee, no obligation. Only when the evidence supports it does Tier 2 begin: appeal coordination under written engagement. Office, industrial, and retail in LA, Orange, Riverside, and San Bernardino counties; multifamily is out of scope.
If the screen says your assessment is fair, you get the numbers that show it. An appeal filed on weak evidence costs you time and credibility with the assessor — declining to file one is part of the service.

What is a commercial assessment screen?
A broker-prepared review that compares your enrolled assessed value to market evidence (sales and, when available, income), then gives a clear verdict: pursue a decline-in-value review or Assessment Appeals Board path, hold this cycle, or re-screen after more data. It is not an appraisal and not a guarantee of tax savings.
Which properties does WCA cover for tax appeals?
Office, industrial, and retail only — across Los Angeles, Orange, Riverside, and San Bernardino counties. Multifamily and apartment tax appeals are outside this service line.
What is Proposition 8 (decline in value)?
Proposition 8 allows a temporary reduction in assessed value when a property's market value as of the January 1 lien date is less than its factored base-year (Prop 13) assessed value. Filing is county-local: informal Assessor review and formal Assessment Appeals Board applications are separate tracks with seasonal deadlines.
Do you guarantee a reduction in my property taxes?
No. WCA does not quote average savings percentages or guarantee reductions. Long-hold properties with a low Prop 13 base often have no Prop 8 path. We only recommend filing when evidence supports it.
